The California State Constitution

The California Constitution is one of the longest in the world and has been revised over 500 times since its original drafting in 1849. In its current incarnation, the constitution reflects the state's mistrust of elected officials, gives cities and towns broad home rule powers, and outlines governance for the state's university system.

Darien Shanske is Professor of Law at the University of California, Davis School of Law, where he teaches courses and writes on taxation, particularly state and local taxation, state and local government law, public finance and political theory. He worked as a financial advisor to California local governments and as a public finance attorney.

Michael B. Salerno is a Clinical Professor and Associate Director of the Center for State and Local Government Law. He has published articles concerning the legislative process, regulating the financial interests of public officials (conflicts of interest), influencing legislation, and amending constitutions in the United States.
