IADLEST was formed in 1987 from an earlier association. Beginning with some historical information from past decades in comparison to 2024, the Sourcebook reveals a brief overview on how the states have engaged with the various criminal justice officer occupations over time.
The areas that the 2024 Sourcebook data covers includes general administration and funding of POST agencies, an overview of state standards, information on the basic training of law enforcement officers, state corrections officers, jail officers, state probation and parole officers, communication officers/dispatchers, civil process service officers, pre-employment training standards, standards for instructors, officer in-service training standards, e-Learning efforts among the states, decertification standards, and much more.
The 2024 IADLEST Sourcebook is the only document of its type that is produced by the state agencies responsible for the employment and training standards of law enforcement officers in the United States.

Author Biography

The International Association of Directors of Law Enforcement Standards and Training (IADLEST) is a non-profit organization dedicated to transforming policing by promoting excellence in training and professional standards. Our membership comprises key leaders in law enforcement training, including the Peace Officer Standards and Training (POST) Directors of every state in the U.S. and state and local training academy directors. With these two influential groups, we directly impact every basic law enforcement training academy nationwide and approximately 900,000 police and correctional officers in the country. Because we believe in learning from and sharing our experiences with other countries, we are proud to have international members and thus have a worldwide perspective and dialogue regarding public safety standards and training.
William Flink has 46 years of progressive experience with criminal justice systems. His law enforcement officer and civilian experience working in patrol, investigative, supervisory, and management positions have given him a unique perspective on training law enforcement officers and the state standards that are mandated to certify or license them. His overseas work associated with the U.S. Department of State and U.S. Department of Justice advising, managing, and directing training efforts with our foreign partners has also provided him insight into the importance of our nation's efforts toward the improving police officer training criteria and the development of effective law enforcement training academies worldwide.

Mr. Flink's membership and work with the International Association of Directors of Law Enforcement Standards and Training (IADLEST) spans three and a half decades in the area of decertification, as staff and editor of six previous IADLEST Sourcebooks, six years as an elected member of IADLEST's Executive Committee and a Regional Representative for its Western Region. During his career, he has been a prolific writer, writing and publishing training newsletters for criminal justice training academies and POST agencies, and having been published in IACP's Police Chief Magazine, Law and Order, the Law Enforcement Legal Defense Manual (now defunct), and the IADLEST Standards & Training Director Magazine, of which he holds the position as the publication's Editor. Mr. Flink is also the author of the unique 760-page historical law enforcement literary work A Quest for Professionalism: A History of Law Enforcement Training and an Organization Called IADLEST.
